The main purpose of the conference is to support regional initiatives to strengthen the role of national human rights institutions, and other actors, in promoting a culture of human rights in accordance with international standards.

Organized by: United Nations Office of High Commissioner for Human Rights (OHCHR) and the United Nations Development Programme (UNDP), in cooperation with the National Council for Human Rights (NCHR) of Egypt and the League of Arab States (LAS).
The conference, held on 6 to 8 March 2005 in Cairo, Egypt, brought together representatives of the existing national human rights institutions from the Arab region and representatives from ministries of human rights or justice from countries where national human rights institutions are not established. International experts on national human rights institutions (NHRIs) and Non-Governmental Organizations (NGOs) in consultative status with the UN Economic and Social Council (ECOSOC) attended the conference.
