Report of the Secretary-General 234 (2010) [English][Arabic][French].
This report provides an update on major developments in Somalia since my report of 8 January 2010 (S/2009/684) and assesses the political, security, human rights and humanitarian situation, as well as progress made in implementing the United Nations strategy for Somalia. The report also covers key developments in the counter-piracy activities of the United Nations and the international community.

The present combined report provides an update on major developments in Somalia since my reports of 20 July 2009 (S/2009/373) and 2 October 2009 (S/2009/503), and assesses the political, security, human rights and humanitarian situation, as well as progress made in implementing the three-phased incremental approach set out in my April 2009 report. It also covers the operational activities of the United Nations and the international community’s counter-piracy efforts further to my report of 13 November (S/2009/590).
 
Security Council - Resolution 1910 (2010) [English][Arabic][French].
Acting under Chapter VII of the Charter of the United Nations, this resolution decides to authorize the Member States of the African Union to maintain AMISOM until 31 January 2011, which shall be authorized to take all necessary measures to carry out its existing mandate as set out in paragraph 9 of resolution 1772 (2007).

This resolution is acting under Chapter VII of the Charter of the United Nations.

This resolution commends the role of the EU operation Atalanta, North Atlantic Treaty Organization operations Allied Protector and Ocean Shield, Combined Maritime Forces’ Combined Task Force 151, and other States acting in a national capacity in cooperation with the Transitional Federal Government (the TFG) and each other, in suppressing piracy and armed robbery at sea off the coast of Somalia, including by bringing persons suspected of piracy to justice.

The present report is submitted pursuant to operative paragraph 17 of Security Council resolution 1846 (2008) of 2 December 2008, in which the Council requested me to report on the implementation of that resolution and on the situation with respect to piracy and armed robbery in territorial waters and the high seas off the coast of Somalia. The report updates the assessment contained in my report of 16 March 2009, submitted pursuant to that resolution (S/2009/146) and is based on information received as of 31 October 2009.

Reiterates that it condemns and deplores all acts of piracy and armed robbery against vessels in the waters off the coast of Somalia and Requests States and regional organizations cooperating with the TFG to inform the Security Council and the Secretary-General within nine months of the progress of actions undertaken in the exercise of the authorizations provided in paragraph 7 above and further requests all States contributing through the CGPCS to the fight against piracy off the coast of Somalia.

This Security Council Resolution decides to renew the authorization of Member States of the African Union to maintain a mission in Somalia for a further period of six months, and underlines, that AMISOM is authorized to take all necessary measures as appropriate to provide security for key infrastructure and to contribute, as may be requested and within its capabilities, to the creation of the necessary security conditions for the provision of humanitarian assistance.

This Security Council Resolution decides to extend the mandate of the Monitoring Group referred to in paragraph 3 of resolution 1558 (2004), and requests the Secretary-General to take the necessary administrative measures as expeditiously as possible to re-establish the Monitoring Group for a further six months.

This Security Council Resolution, acting under Chapter VII of the Charter of the United Nations, decides that for a period of six months from the date of this resolution, States and interested organizations, including the IMO, to provide technical assistance to Somalia and nearby coastal States upon their request to enhance the capacity of these States to ensure coastal and maritime security, including combating piracy and armed robbery off the Somali and nearby coastlines.

It has a particular focus on the rapidly evolving political and military situation in Somalia, including the dislodging of the Union of Islamic Courts by the forces of the Transitional Federal Government assisted by Ethiopian troops. Requests the Secretary-General to establish, within one month from the date of adoption of this resolution, in preparation for a Panel of Experts, a team of experts consisting of two members for a period of 30 days, to provide the Committee with an action plan.

The Security Council Resolution 1425 (2002), decides to act under chapter VII of the United Nations Charter to stress arms embargo that prohibits the direct or indirect supply to Somalia of technical advice, financial and other assistance, training related to military activities, and deliveries of weapons and military equipment.

In its resolution 946 (1994) of 30 September 1994, the Security Council decided to extend the mandate of United Nations Operation in Somalia (UNOSOM II) until 31 October 1994 and encouraged the Secretary-General to continue with and intensify preparations of contingency arrangements for the implementation of possible decisions, including withdrawal of UNOSOM II within a specified time-frame. The present report accordingly includes recommendations relating to such contingency arrangements.
