Adopts the Optional Protocol to the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment contained in the annex of the present resolution, and requests the Secretary-General to open it for signature, ratification and accession at the United Nations Headquarters in New York from 1 January 2003.
